[SITE][FEATURE] Add a banner that links to the O3DECon 2021 video playlist #1192

Describe the feature you'd like available on the website

To make it easy for people to find the videos from O3DECon 2021, we should create banner links on several pages to the YouTube playlist containing these videos.

Proposed implementation

Create a banner at the top of several pages containing text and a link to the YouTube video playlist. The banner should be similar to previous banners, such as the one that advertised O3DECon.

If this will involve the creation of a new page, UX will need to approve any design changes from our existing templates.
