[DOCS] Add new section to Tools UI Branding page #2180

Describe the issue briefly

I would like to add a new image, text and link to the new Figma Toolkit on O3DE Learn. I will attach a mock up of the page on how I would like it to look like, along with the text and the link that the page should go to.

Clicking on the image and the link text below it should lead to this URL: https://www.figma.com/@o3dengine

Open 3D Engine’s components and designs are all crafted and open to use in our Figma Design Kit.
