This is an issue for me as well. When it happens to my own assets, each one appears to have one or two procedural prefabs assigned. Removing them both allows them to compile. It seems to be the same for the engine assets. The engine assets also appear to have two procedural tabs.
Despite it showing green in the FBX settings, it shows as failed in the AP. If I save as-is, it'll show red in the FBX settings as well.

Describe the bug Multiple .fbx assets are failing when running Asset Processor of the Snap Installer build for built Default and Minimal template projects.
The failed assets are: _Hermanubis_High.fbx, Hermanubis_low.fbx, ground_plane_4x4m.fbx, shaderball_default_1m.fbx, DiffuseProbeSphere.fbx, ReflectionProbeSphere.fbx, OcclursionCullingPlane.fbx, BeveledCube.fbx, sphere.fbx, Cadeuceus.fbx, Plane_1x1.fbx, Plane_3x3.fbx, Cube.fbx, groundplane512x512m.fbx, Shaderball.fbx, Cone.fbx, BeveledCone.fbx, Hermanubis.fbx, PolarSphere.fbx, QuadSphere.fbx, Torus.fbx, Cylinder.fbx, PlatonicSphere.fbx, BeveledCylinder.fbx. Which are not detected by the Editor in runtime and can not be used.
Please note that the issue does not occur on Latest Github Development build (8ef37d5) and .deb Installer build.
Steps to reproduce
Expected behavior Fbx assets are successfully processed by the Asset Processor.
Actual behavior Multiple .fbx assets are failing in the Asset Processor.
