Updating gem workflows to cover Gem Catalog updates.

Renamed workflow from create-a-gem-workflow-tests to gem-workflow-tests and updated workflow doc reflect that change.
Relocated workflow from create-a-gem folder to gems folder.
Added a workflow to interact with the Gem Catalog.

The updated workflow has been completed on Windows and Linux platform. One minor was discovered during ad-hoc around Area: Gem Catalog Experience things to watch for. https://github.com/o3de/o3de/issues/15563

Regarding the whole document the one thing I have observed is that:

Workflow: Create a Gem from O3DE Project Manager lacks Product: and Suggested Timebox: sections.

From what we were able to determine during testing is that testing Workflow: Create a Gem from O3DE Project Manager takes about 30 minutes for each platform, so that could be put in Suggested Timebox.

Apart from that LGTM.
