Summary:

Update the o3de/sig-core README to include an overview and summary of the SIG-group responsibilities. Furthermore information should be added to when meetings are scheduled as well as who the Chair and Co-Chair of the o3de/sig-core group are.

Links to the sig-core governance as well as links to the sig-core Discord channel and list.o3de.org mailing list

What is the relevance of this feature?

This helps user quickly learn what a responsibilities a SIG-Core, where to contact that group and when the group meetings occur
