Adding Streaming archive format RFC and New Archive TDD document #55

The Archive Streaming format RFC explains the technical design for the new O3DE Archive format(O3AR) It also provides a FAQ section to explain why the new Archive format is needed, why certain decisions went into the design and what are the limitations with the current O3DE .pak file format based on CryPak.

Credit goes to @Infurael for creation of this Archive Streaming format RFC document.

Next the Archive System TDD RFC goes into the low level technical implementation of how to implement new Archive format. It explains how operations on Archive files would work(adding, removing, updating files) as well as to provide the data structures to implement the format. The Technical API for interacting with the Archive format is provided/ The Archive System TDD also provides the execution plan on the steps required to complete the work on the Archive system itself.
