Community reviewer guidelines. #78

Need feedback from @aFinchy and @chanmosq to establish guidelines for what it means to be a community reviewer, and how to continue to be one. We can also choose to eliminate this role and combine with docs reviewer.

Needs a lot of brainstorming on what community reviewers might look like e.g. responsibilities, maintaining status, etc. Doesn't block a codeowners file - can simply route back to docs-reviewers team in the meantime.
