[RFC Proposal] Establish process for non-canonical project and Gem documentation #93

A proposal to define what can be included in o3de.org docs, specifically when handling external project and Gem documentation. We’re working on a clearer and more transparent definition of where to draw the line. The consensus was to recommend that if a project or Gem is part of the O3DE GitHub organization (https://github.com/o3de), then we will be open to including documentation for it in the o3de.org (http://o3de.org/) website when there’s a clear benefit to our community. Examples would include docs for o3de-extras templates and Gems, and tutorials for the multiplayer sample

Unfortunately comments don't appear on the latest commits anymore because I changed the file name (to remove "external".) You can view the first round of comments when you select the first two commits.

RFC was discussed and agreed with at TSC Meeting 1/17
