[Planning] Ensure Marketing requirements are identified #279

Work with the O3DF Marketing contact, PM (@Naomi-Wash) and outreach committee to define Marketing requirements (ideally 4 weeks before release), and determine if any of the requirements will block the release if not completed prior to the release.

These requirements could include, for example, website updates, social media posts, blog posts, etc.

Any release-blocking requirements should be managed by the Release Manager, per the successor task below. Any non-release-blocking requirements will be managed by the marketing contact themselves, and do not need to be tracked by the Release Manager.
