Add "status" command which queries the status of all UMC modules. #13

Vote status report Some command giving the status of UMC regarding endvote, 
nominations and rtv. At least something returning "in progress" if "sm_nextmap" 
triggers the bug I mentionned above, but the more, the merrier ;)
