Develop deployment scripts #3

Install django, setup database of the sqlite backups.... Will use ansible !

Deplyment script is ready. should use https://pypi.python.org/pypi/django-dbbackup/1.9.0

we need to backup both the db and the uploaded files. We could create a custom manage.py command and upload the backup to hubiC

Most of this has been implemented. Backups will be implemented in issue #16
