Implement iputils for net-manager proxy package #148

Here's the first draft for the proxy refactoring in preparation for future IPv6 implementation. Code has some functions that can be cleaned up, for sure.

I did not get to test it (yet!) unfortunately, but let me know how it goes for you! Implements #147
