porting of the python LDB implementation to the Go node engine

[ ] Add monitoring part to check if latency and geo constraints are violated. Use stuff like goshark to monitor by time to time.
[ ] Network evaluation - Pings + Vivaldi coordinates Network measurement
[ ] Service monitoring Network measurement
[ ] Mqtt addition to raise alarms
[ ] GPS Mock stuff

This can be implemented as a child component of the LDP scheduler. IF LDP scheduler is selected, one should deploy this component (as a plugin) on each worker node.
