Styling scaffold

this adds

• color styles via figma
• the manrope variable font from google fonts since they'll subset it automatically (for cyrillic-ext, cyrillic, greek, vietnamese, latin-ext, latin)
• type styles via figma
  • rn they're in mixins for responsive flexibility, but pending this question, hopefully we could just use classes that handle the responsive resizing for these type styles, and not have to reimplement the responsive management every time we use the type styles
• icons via figma using react-inlinesvg, which i think hits our goals for cacheable, unbundled SVGs that are rendered inline, and,,,,, we don't have to write it from scratch this time T-T
• a real basic /guide to reference styles, icons
