This doc summarizes setting up a Rudr environment on a Windows machine. The steps are similar to the existing installation doc.

I've added a new commit better distinguishing between what Rudr's dependencies are and what we are doing to set up a local dev environment, as well as using the full command to delete CRDs by label where applicable. Thanks for the review everyone, I appreciate the feedback and I think the doc was improved.
