[HMS-4000] Update the Red Hat package signing key

The GPG public key at https://www.redhat.com/security/data/fd431d51.txt has changed and because the one we have in the repo now is from that official Red Hat resource, this PR tries to keep the key in the repo up-to-date with that resource.

This change should have no impact on convert2rhel securely installing Red Hat packages because the GPG key fingerprint is the same for all of the below keys:

• The one we have now in the repo is generated with GnuPG v1.4.5.
• The one available now at https://www.redhat.com/security/data/fd431d51.txt is generated with GnuPG v2.0.22.
• The GPG key in redhat-release-server-7.9-10.el7_9.x86_64, redhat-release-8.9-0.1.el8.x86_64, and redhat-release-9.4-0.4.el9.x86_64 are all generated with GnuPG v1.2.6.
