[NSE-1164] Limit the max column num in WSCG #1165

What changes were proposed in this pull request?

We meet the OOM when there are many columns passed from WSCG. This related to #1137. This PR is trying to avoid this problem before #1137 fixed.

How was this patch tested?

unit tests.
