[NSE-1185] Add Hadoop version 3.2.3 for latest Dataproc 2.0 #1186

What changes were proposed in this pull request?

Modify Hadoop version in pom.xml from 3.2.2 to 3.2.3 to sync with latest Dataproc 2.0 image's Hadoop version. And cherry-pick previous commit from branch-1.4 to add support for Hadoop 3.3.1.
