closes #1396. I had to download a package called axios-retry to get this working. The whole bibliography page will be able to be cached now. All filtering and sorting happens on the frontend since it is cached. I made the sorting, search, and filtering elements sticky so that they can be accessed anywhere on the page. Right now, there are some bibliography records that have really long "words" (likely urls) in them that force horizontal scrolling (i.e. under palmisano "Palmisano_A._2013._Computational_and_Spatial_Approaches_to_the_Commercial_Landscapes_and_Political_Geography_of_the_Old_Assyrian_Colony_Period."). I made it so that the vast majority of bibliography records are 100% visible without scrolling
