UtilList Menu pops up as empty for some users #1581

As user Dev, this happens when clicking on spellings in the dictionary

I imagine this is because the user doesn't have any of the permissions required to access any of the options. We should update the UtilLIst so that it just displays nothing if none of the permissions are present.
