Some users who can see the dictionary can't see the Word search bar in the left menu bar. #1604

See if we can set visibility to those who have access to dictionary (I think now it is limited to Admins).

This is currently admin restricted and should instead be updated to appear whenever a user has permission to view WORDS OR NAMES OR PLACES.

The Dictionary Search option on the Search page should also be permission restricted in the same way.
