Allow for timezone selection #12

Since my server and I are in diff timezones, would be nice to be able to see the time in my zone.

I realize this issue is from a while ago and you probably already figured it out, but you can use the "general.timezoneinfo" setting on buglog-config.xml.cfm to enter a UTC Offset to convert times to a specific timezone.
