UI language not available in preferences #2409

I made a build on linux the 12 sept 2013, and it's not possible to change UI 
language. Priorily, there was none for spellcheck either but workaround was to 
copy *.dic to .local/share...

I couldn't find a way to do it for UI.
It seems that the ressources aren't installed or at least not found
