We need a document for how to do references in work products.
I suggest that we add language that says we SHOULD use IEEE format not one of the many others. I also believe we should add language that says TCs SHOULD try and use normative references only from ITU A.5 certified groups. This will greatly help when standards go to ISO or ITU or some other group.
