This document went out for a first public review with chairs, editors, and secretaries on Tuesday, November 28, 2023 and asked them to respond by December 22nd 2023. We received many comments and suggestions from several individuals. We have made changes to address all of the comments and feedback and a new version will be sent for last-call review by the full membership first of March 2024 with a request to send responses by March 29th.
