Create a markdown version of the OASIS template #9

As more and more TCs are starting to use Markdown, we need to make official versions of the templates in Markdown format.

I added some items to the Introduction from the ITU template around defined terms. I am also wondering if we should introduce the concept of an Annex. If so, what parts of the current Appendix should really be an Annex. Also, should conformance be an Annex?

Since ITU/ISO/ANSI/ETSI/... all have different template requirements, have you considered using Metanorma (https://www.metanorma.org/)? I have not had time to investigate entirely but it seems like a good fit (albeit it would be nice to see OASIS on their homepage).

I have looked at the various templates from ITU, ISO, and others. The current references section is done the ISO way, I made that change to the template last time I was on the board. I have looked at Metanorma a lot, but that is for converting between various templates and that is not the question I am trying to solve. What I am trying to figure out is what should the official OASIS Template have to make it look and feel more official and be in closer harmony with other standards bodies. Meaning, are there parts or things we are missing?

I thought I would summarize the discussion around template changes that we have had over the past few process committee meetings.

I think it would be reasonable to make official OASIS templates that would work better for ISO and ITU (minimize the amount of work a TC/editor has to do). So we could have 3 templates (OASIS, ISO, and ITU) or we could have two, where the base OASIS template just adopts either the ISO or ITU format.
