Not Every Chair/Sec can Modify Events #119

Greg as Chair cannot edit calendar events. Judy can. We suspct this might be bc she is her orgs Primary Rep. Salesforce could be pulling across some special permussions.

This issue should be resolved. Need to make chairs/sec a Community Admin. HL was going to find a way to automate this, but I started doing it by hand due to their inaction.
