Can we remove the 'must attend 3 of 5 meetings to vote' sentence off the ballot set up page? #65

In kavi, that text went under the button on whether you wanted kavi to calculate voting rights. so it was easy to explain that people should ignore it. here, it appears to state that it is how it works. unclear whether Thrive is trying to calculate voting rights or not

Per the conversation on 2/29/24 we agreed that turning this setting off would be ideal. The TC Admin will still ensure that '2in/2out' rule is followed.

Scott indicated that if he came across the setting he would turn it off but it is not a priority issue at the moment. He also indicated that Chet/Kelly we able to do this if they found the setting first.

Update: I couldn't find a way to turn this setting off, so I updated the count to 0 out of 0. Someone please check me to make sure this looks good.
