Link to the Membership Agreement at top of Policies page is broken #116

At the top of the Policies Page, there is a link to the MA: https://www.oasis-open.org/wp-content/uploads/2020/11/membership-agreement.pdf - It returns a 404 error

Changed the link to https://www.oasis-open.org/join/membership-agreement.pdf - the main link used on the Join page. It works now.
