Fix links to documents in public facing announcements #42

Reported by Pim. The announcements on the front page contain text URLs that don't link. That should be fixed.

In the CPPA public review announcement at https://www.oasis-open.org/2020/10/20/collaboration-protocol-profile-and-agreement-v3-0-from-ebcore-tc-approved-as-a-co/ - the URLs are text but aren't linked.

I cleaned up the formatting to make it readable but I didn't go back and relink the URLs.

That's why I suggest this for now only for the public-facing announcements.

I fixed formatting, metadata, and links in the announcements on the home page and the announcements that come up on the first page when you click "Read more news." Won't go back to earlier ones unless someone notes the article's formatting is off. The main problem with the formatting is that all line breaks are gone and the URLs are just text. However, it would be a great deal of work for little benefit to try and fix all of them. I will close this ticket.
