Add excerpts and Technology Area tags to inactive Projects

Current list of inactive/completed projects just shows name and acronym or logo for projects.

Adding a short excerpt would let readers know briefly what the project did. Technology Area tags would enable filtering.

We should also add 'Completed' to the excerpt

This is marked low priority as standards tagging should take precedence. This is related to issue #16
