This Pull Request contains the following changes:

Replace Travis CI with GitHub Actions as the test harness
Update tox tests to call pre-commit as part of the tests
Update .pre-commit-config.yaml dependencies
- minor code changes due to pre-commit
Removes deprecated Python versions

Make sure you update your pre-commit pip package for local testing. pip install --upgrade pre-commit
