Changes how the AIS markings are applied.
Couple of minor bugs addressed: related to sightings, some objects missing created_by_ref, victim targeting finish_object with wrong params.
Code quality changes.

LGTM - not 100% sure about last apply_ais_marking change - but the test cases look good
