An Alpha or Beta Release of the TAC ontologies should be pushed to the main branch. #59

We decided some time ago that the main branch was to be reserved for official releases. It will be very confusing for interested people who would expect the main branch to contain the latest release if that is not true!

An official release needs to be pushed to the main branch.

Current thinking is that we name it an Alpha Release, not even a Beta Release

In order to prepare for an Alpha or Beta Tagged Release we need to update the README.md pages. I'm going to push the issue-54-stix-json-2-tac branch to develop so the tac, tal, and hal libraries are updated.

I did push develop to main... There is not nearly enough documentation to help a user make use of TAC-Ontology. A new issue to focus on a Release strategy should be made.
