Convert the docker role to container #53

Introduces running Vagrant tests in GitHub Actions
Renames the "docker" role to "container"
Adds support for installing podman to the renamed role
Adds default support for OracleLinux 7/8, RHEL 7/8, and Fedora 32+ to properly default container provider

A few failures are expected as ansible-lint rules changed last week, slightly, and the names of a few existing roles are giving it some grief. Those will be fixed in a subsequent PR, as those errors also exist on master HEAD.
