Create a submission request of CSAF v2.0 to ISO #604

As decided in the TC meeting on 2023-01-25 a written submission request is a requirement per OASIS liaison process.

The request has been issued and OASIS now started the public comment 30 day period on that - I think we should close this issue as resolved.
