Campaign's `objective` property needs a new type #271

For the Campaign SDO, the objective property is currently of type string, and this appears to be too open-ended, especially from the perspective of STIX interoperability.

The proposed solution is to make objective a list of type open-vocab. Additionally, this open-vocab should have the same (or similar) values as the "Attack Motivation" open vocabulary.

The presumed intent of this property is for it to be a narrative of the Campaign's objective. Reducing the text to an Attack Motivation open-vocab is too restrictive for this object. The example in the Interop document uses this property as a narrative.

The STIX WG would prefer to keep this property as is unless there is a stronger rationale for changing.
