Make some properties on the manifest resource required #93

Right now the date added and version parameters are optional. However, I think this is an oversight and these properties should be required. I was not able to think of a time when the TAXII server would not know these values and having these value filled out is really critical for filtering data.

I brought this up on the list and John W and Allan are supportive of this. Jason believes that it might not be needed for Read-only collections, but Allan and I think that the information is still critical to have.
