Updates to make media poster an element #753

Opening during Sept 6 OASIS TC meeting; Eliot will be leading proposal, with Kris and Scott as reviewers

Because this is a small proposal that somewhat reverts poster to an earlier design, it will combine stage 2 and 3 proposals
