Put all definitions in the same place #57

Move all of the definitions in section 3 to section 1 (with the other definitions)

I agree in principle with the reviewer, but in this particular case is probably overcome by events. The TAB suggested moving or removing the front matter in the conformance section, the reason was that conformance clauses should be self standing therefore don't need
