Properties type lacks usage guidance #389

The current definition of Properties is "ArrayOf(String){1..*} unique", and the goal is to provide a flexible mechanism for accessing information. The only usage example, in C.3, is notional and non-standard. Suggest that some usage requirements or an example be added to 3.4.1.16 to provide guidance on the intended application of this target type.

Per discussion at the 8/10/2022 working meeting (see issue #392) @dlemire60 will be preparing a PR to remove properties, which will resolve this issue.
