Update Actuator description to function, not device #391

Issue #90 includes two issues: (Editorial) the meaning of "Actuator" - Section 1.2.1 clearly defines it as a function performed by a consumer, but throughout the document there are many places where Actuator is used to mean a device.

(Substantive) Actuator is currently optional (zero or one per command). This changes the syntax of OpenC2-Command to permit multiple actuator functions per command.

This PR should be merged to accept the editorial changes to Actuator, since they are fairly extensive. I will generate a second PR (after testing examples) to allow multi-profile devices.
