This PR responds to LS issue #369 and adds the description argument proposed in the PF AP (Section 2.1.3.2) to the LS instead.

If this PR is approved, Section 2.1.3.2 of the PF AP should be edited to remove this as an AP-unique argument.

Per discussion at the 27 July 2022 working meeting:

rename the field from "description" to "comment"
approval was given to merge this change

That would be a new PR at this point, since we've merged this one, but it's certainly a reasonable suggestion.

However. I can just add this to a branch I've got with minor editorial changes and capture it that way.
