Rely on JADN #428

This PR updates the LS to rely more on the JADN Specification

JADN is added as the reference for the naming conventions in 1.2.3.1
Section 3.1 is simplified to focus on information essential to the self-contained readability of the LS
Fix OASIS namespace form in 3.1.4 to align with OASIS and (new) TC conventions
Appendix F has been deleted.
Appendix G has been re-lettered to F
The TOC has been updated.

Approved at 13 December working meeting. No objections raised to "lazy consensus email". Merging.
