add Appdx B text pointing to Arch Spec #429

Update Appendix B (Safety, Security and Privacy Considerations) with concise language about OpenC2 as a high-value target and refer to detailed discussion in Architecture Specification.

This language is proposed as standard Appendix B content for all OpenC2 specifications.

Approved at 13 December working meeting. No objections raised to "lazy consensus email". Merging.
