Update Command-ID Description #431

This PR adds a description and a usage requirement to the Command-ID type.

Responds to item 3 in issue #388.

Open question: the Message defined in LS section 3.2 includes a request_id of type String which is used in the same way / manner as the command_id in a Command message (section 3.3.1); should the request_id type be changed to Command-ID?
