Many TC's have a place to stick all their adminstrivia - things like standing rules, document norms, document templates. Some TC's put all this in the top directory but I propose we have a TC-Ops directory as a place to stick this stuff. The OASIS mandatory stuff (License, etc) would stay at the top but only those.
