Reset and simplified the Revision History

Notes:

• the plan is to provide editor revisions on a monthly base when issues with proposals and agreed designs are available to implement
• the next editor revision would summarize multiple such proposal implementations and come as an extra PR so that we have:
  • N small PRs with only single proposals
  • 1 larger PR including all proposals and the rendered user facing delivery items (single markdown file and the HTML)
• I will try to provide the future PRs well before the meetings to optimize agenda draft creation and processing during the meetings

The TC sees this as purely editorial and thus is not objecting the merge the PR in meeting 204-06-06 (cf. section 3.4 of the minutes).

The editor added a (signed) tag (sarif-v2.2-wd20240605-dev) with text (Monthly editor revision including issues 471 and 637.) and as agreed during the meeting on the corresponding commit in the main branch after merge: https://github.com/oasis-tcs/sarif-spec/tags
