XLIFF 2.1 does not allow <notes> and <mda:metadata> specified at XLIFF document level. XLIFF document may contain multiple elements. An XLIFF user may want to set same notes or metadata for multiple files in an XLIFF document. But it requires to duplicate the same set of notes/metadata for all files in this case with XLIFF 2.1.
This proposal changes the XLIFF specification to allow <notes> and <mda:metadata> also specified at <xliff> element level.
