Que needs replaced. #524

The Que gem has not been developed for a long time. Its documentation and support is also lacking. currently the best and recommended way to restart or shut down Que is to send it a SIGKILL. (htop is awesome for this btw)

As a dev-op i want to be able to restart my background task manager, so i can deploy changes, with a convenient command.

I like the sound of the ActiveJob gem.
